Job description
The interim IT Officer of the PMO department is responsible for leading and further developing the Project Management Office within EP NL. This department falls under the IT department, but has a functional line with the board and the various business unit managers, including Trade and B2B. The IT PMO Officer manages the IT project managers and also has a functional role towards project managers of other departments. The role focuses on optimising project governance, managing the project portfolio and ensuring the quality of project execution throughout the organisation. The IT PMO Officer reports to the Manager IT.
Project Governance and standards: Develop, implement and enforce standards, methodologies (e.g. PRINCE2, Agile, SAFe), templates and guidelines for project management. Monitor whether projects comply with established standards and processes.
Portfolio management: Assist in prioritising, planning and managing the entire project portfolio to ensure that resources (budget, staff) are effectively allocated to strategic projects. Monitor the balance between short-term and long-term projects and resources.
Project planning and resource management: Maintain a central project calendar to avoid overlap and resource conflicts. Optimise resource allocation across projects.
Monitoring and reporting: Develop a standardised reporting system to consistently monitor project progress, budgets, risks and performance. Report to stakeholders, including management and board.
Risk and issue management: Establish a risk management process to identify, assess and mitigate potential risks. Handle escalations and resolve issues that may affect project objectives.
Budget management and cost control: Maintain financial records on all projects and compare planned versus realised costs. Advise on budget optimisation and identify budget overruns.
Knowledge sharing and training: Sharing best practices and lessons learned from previous projects to improve future project execution. Organising training and guidance for project managers and teams.
Project execution support: Actively support project managers by providing tools, resources or coaching. Ensure smooth transition of project deliverables to operational teams.
Communication and stakeholder management: Facilitate communication between project teams, management and other stakeholders. Ensure alignment of project objectives with the organisation's strategic objectives.
PMO Strategy and improvement: Periodically evaluate the effectiveness of the PMO and implement improvements. Ensure that the PMO remains aligned with the changing strategic needs of the organisation.
Completed bachelor or master in Business & IT / (Technical) Business Administration supplemented by knowledge of PRINCE2, IPMA D PMO, Agile or similar courses.
Minimum 5 years' experience in a leadership role, with demonstrable experience in coaching and mentoring project managers.
Certifications in project management methodologies such as PRINCE2, IPMA D PMO, Agile or similar methodologies.
Extensive experience in project and portfolio management.
Experience in strategic stakeholder management and developing governance models.
Broad knowledge of IT projects, applications, infrastructure and business processes.
Familiarity with ITIL processes.
Strong communication and social skills; team player with diplomatic acumen.
Qualities such as flexibility, pro-activeness, perseverance and ownership.
Good command of the English language.
You will be working in a social and pleasant work environment where many employees work from the office. Meetings are often held physically, although online meetings are also possible. The interim PMO Officer is expected to demonstrate a high degree of independence.
